What do you use for legal documents?

I have a side-project that I am trying to bring to market. I need to get my terms of service and online privacy document in order. My product is targeting K12 schools so it means students under 13 would be signing up. I need to be COPPA compliant. I don’t have a lot of money to pay for a lawyer, and what I found so far would be around 1200$ for the documents + few hours of work at 300$/hr for the COPPA compliance. I cannot afford that for now, especially if this project doesn’t work out.

I have been looking at http://ift.tt/1iz2sEh but a lot of their reviews are negative. What would/did you use to get started?
