The FT needs to grasp a little tax reality

Chris Giles has an article in the FT in which he says:

Conservative and Labour manifestos fail to grasp economic reality

In the Tory case this is because Giles thinks May wants an evidence free approach to Brexit that cannot be delivered. This we know to be true.

In Labour’s case it is because:

Labour’s priorities for increased public spending — abolishing student fees and nationalising utilities — shows little grasp of the needs of the disadvantaged nor a strategic understanding of the public finance priorities of the next decade.

I happen to think that a good point: Labour does, I hope, have sufficient plans for tackling real disadvantage from the proceeds of the growth its policies would deliver.

But his criticism of Labour is also unfounded when it comes to the other other issue he mentions, which is:

Labour wants to raise almost £50bn a year from higher taxes with the vast majority coming from companies or richer people. It makes no proper allowance for evidence that both of these targets are rather good at avoiding higher taxes — either by reducing their taxable activity or by changing the appearance of their affairs to the tax authorities.

Giles does here fail to grasp tax reality, as he has so often failed to do in the past. He is not, then following his own precept. This is for three reasons.

First, rules on tax avoidance, and especially as they apply to practitioners and automatic information exchange from tax havens, are going to make this abuse much harder.

Second, country-by-country reporting is going to make abuse by large companies considerably more difficult.

Third, if Labour employs more people at HMRC then the odds change: Giles is making the mistake of assuming ever diminishing tax authority capacity.

He’s wrong, in other words. The FT needs to get up to speed on tax reality.

Will May win?

Politics Home reports this morning that:

The YouGov survey for The Times shows backing for Jeremy Corbyn’s party has soared by five points to 38% in the past week.

Over the same period, Tory support has slipped by five points to 43% – meaning there has been a 10-point swing to Labour.

If the swing was repeated across the country on 8 June, the Tories would see their majority fall from 17 to just two seats.

They add:

Significantly, the poll of 2,052 voters was carried out after the Manchester bombing, suggesting Theresa May has had no boost from being able to make several appearances as Prime Minister while the election campaign was suspended.

First the words of caution. This is an opinion poll. And it is two weeks until the election. And May would still have a majority.

Now the words of hope. May could not govern with a majority of two: the Tory back benches would make her life impossible.

Then the warnings. Brexit will be an absolute shambles in this case.

And there are also the T&Cs. May has proved her ability to blow a massive poll lead. We don’t know if that is real or not yet, although two polls show the trend. But, and it is a very big but, with a majority of two there is still not an alternative government in waiting. Labour would not be two behind: the SNP and all other parties will still be there two. Effective opposition will, in this case, require co-operation around an anti-austerity, pro-co-operation with the EU agenda to suggest a real alternative for the people of this country. Is that possible? I do not know.

In other words, contain your excitement.

But for democracy alone this is very good news.

And for the country it is better still. Even if May does still win, just.

The McKinsey Center for Government: “Governments face a pressing question: How to do more with less? Raising productivity could save $3.5 trillion a year—or boost outcomes at no extra cost.

Higher costs and rising demand have driven rapid increases in spending on core public services such as education, healthcare, and transport—while countries must grapple with complex challenges such as population aging, economic inequality, and protracted security concerns. Government expenditure amounts to more than a third of global GDP, budgets are strained, and the world public-sector deficit is close to $4 trillion a year.

At the same time, governments are struggling to meet citizens’ rising expectations. Satisfaction with key state services, such as public transportation, schools, and healthcare facilities, is less than half that of nonstate providers, such as banks or utilities.

Governments need a way to deliver better outcomes—and a better experience for citizens—at a sustainable cost. A new paper by the McKinsey Center for Government (MCG), Government productivity: Unlocking the $3.5 trillion opportunity, suggests that goal is within reach. It shows that several countries have achieved dramatic productivity improvements in recent years—for example, by improving health, public safety, and education outcomes while maintaining or even reducing spending per capita or per student in those sectors.

If other countries were to match the improvements already demonstrated in these pockets of excellence, the world’s governments could potentially save as much as $3.5 trillion a year by 2021—equivalent to the entire global fiscal gap. Alternatively, countries could choose to keep spending constant while boosting the quality of key services. For example, if all the countries studied had improved the productivity of their healthcare systems at the rate of comparable best performers over the past 5 years, they would have added 1.4 years to the healthy life expectancy of their combined populations. That translates into 12 billion healthy life years gained, without additional per capita spending…(More)”

The result of our work has been to produce a beta model of “core skills” for public sector innovation which we are sharing for comment. Our work on innovation skills also sits within the framework of the OECD’s skills for a 21st century Civil Service, and the beta model of core skills for public sector innovation will ultimately form an annex to this work programme’s final report.

Our skills model is designed around six areas of “core skills”: iteration, data literacy, user centricity, curiosity, storytelling, and insurgency. These six skills areas are not the only skills for public sector innovation, each innovation project and challenge will have its own particular needs. Nor will all public servants need to make use of or apply these skills in every aspect of their day-to-day job. Rather, these are six skills areas that with proper promotion/advocacy and development we believe can enable a wider adoption of innovation practices and thus an increased level of innovation. In fact, there are a number of other skills that are already covered in existing public sector competency frameworks that are relevant for innovation, such as collaboration, strategic thinking, political awareness, coaching.
