He said efforts to recruit and train local fighters from Deir al-Zor had accelerated at their garrison at Tanf, on the highway some 20 km (12 miles) from the Iraqi border.

So, basically it looks like they are using the Al-Tanf coalition garrison to rearm ISIS fighters that fled Raqqa. To fight the Syrian government forces.
They’re just giving them new names when they leave.
