State regulators have approved an operating permit for a controversial 30,000-cow dairy farm in Boardman, over the objection of environmentalists. The Lost Valley Farm on Friday received a Confined Animal Feeding Operation permit from the Department of Agriculture and Department of Environmental Quality.
